I believe Walder would have never accepted Theon,who was a hostage at the end of that day,as a worthy deal for his men..And sending Theon would have stirred differences among the Stark camps as many would have seen it as disrespectful to the experienced and more trusted Lords and Northerners.
Maybe there wouldn't have been a negotiation if Robb chose to send Brynden,he was too stubborn and it couldn't have mattered much if a negotiation was meant to end up with a betrothal irrespective of who went for the T&C..The outcome would have been the same,a wedding,a massacre..

^^It was only when he smuggled for Stannis he was recognized, I agree he is skilled and was an experienced smuggler,but still he had no name among anyone,while Jorah was born in a noble house which held honor and loyalty at the top,he was well used to everything and Jorah would have also gained attention because he was well known as a skilled warrior
Both of them are great,but on this post I think Jorah gets the edge,feel free to disagree.
Well he was,a literal nobody when offered to be the hand of the king,was surely overwhelmed.
Jorah is better in kingly matters..Davos could never grow out of that Flea Bottom's accent,he was overwhelmed whenever Stannis gave him any post..but we never saw any of them govern though..
That's nothing but another example of how sloppy the writing in this season was.

There is no such rule to fulfill the demands of such petitions,S8 was forgettable for sure, but its completely the showrunner's money which is being put so its completely their choice..And its not a petition that regards to people's quality of life in anyway..All it can do is show how awful S8 was,but this petition as a petition is of no effect.
And also dragons only burn people when they are hungry..
Just like dogs recognize people by their scents,dragons are somehow aligned to identify Targaeryen blood,drogon felt that Jon's blood felt similar to Dany's,but Dragons don't know politics,when Dany said Dracarys he burned, when Dany asked him to fly he flew,just like any normal pet.He didn't have anything to do with the Iron Throne IDK why you aren't getting that..
